Test standard is an essential element to support reliability test. After the war, the U.S. department of defense established an Advisory Group on Reliability ofElectronic Equipment (AGREE) in August 1952. Then, in 1957, came the Well-known AGREE Report (Electronic Machine Reliability Advisory Committee Report), in which the U.S. Military declared quantitative reliability as a basic criterion for weapon purchases.
